For this achievement, you have to complete the secondary mission "Free Their Minds, the Rest Will Follow". This mission will unlock after beating "Dead Kings and Pretty Things".

You'll have to complete this mission before completing the quest "The Rebellion's Uprising". The achievement will pop after completing "The Rebellion's Uprising".
